Community members are vetted by local stakeholders such as Shuras and local beneficiary groups and given training in data collection and the specific sector being monitored. Community monitors then work remotely to transmit photo and text data as requested to their respective supervisors in Kabul. CM programs are an excellent way to have local communities participate in the overall monitoring of their respective projects and provide an inexpensive solution for remote or hard to get to projects that need monitoring.
